CIVICO Europa, in collaboration with Make.org, conducted the first large-scale European public consultation. Through innovative methodology and digital tools, it engaged millions of Europeans in formulating concrete citizen proposals, which were then submitted to political decision-makers and candidates for the 2019 European elections.
Call to
citizens

A transpartisan and transnational call is launched in European newspapers by more than a hundred personalities from all backgrounds and origins, for a reappropriation of the European project by citizens in the context of the European elections, and beyond.
– A massive popular consultation is announced for February 2019
– The appointment is set for a Congress of Europeans on March 22, 2019, at the European Parliament in Brussels

“How to reinvent Europe, concretely?”. This is the question that has been posed to several million European citizens, in 24 different languages and in 27 countries.
The technology employed by Make.org enabled an open, intuitive, and representative consultation in terms of age, gender, and geographical origin.
All participants had eight weeks to formulate concrete proposals and vote for the best among them.
– The 10 most popular proposals from each country emerged from a national consultation
– The 10 most popular proposals in Europe were derived from a transnational vote and they constitute the European citizen agenda
The Congress
of
Europeans
- March 22, 2019
The Congress of Europeans took place at the European Parliament in Brussels, the home of the citizens of the Union.
It brought together citizens from all walks of life, artists, representatives from the fields of education, culture, science, business, trade unions, and media, who shared and discussed the citizen agenda resulting from the consultation. This agenda was adopted in the presence of representatives from the various political families seated in the room, listening to their voters.
This citizen agenda was then disseminated across all countries of the European Union through a large civic mobilization campaign.
– The European citizen agenda was submitted to all candidates for the European elections who were called to take a position on it
– It was also communicated to the heads of state and government gathered at the European Council on May 9, 2019, in Sibiu regarding the future of Europe
Follow-up on proposals
CIVICO Europe has allowed citizens to continuously track the progress of their proposals, until their potential inclusion in the candidates’ programs or in the projects of the European Union following the establishment of the new European Parliament and the new European Commission.
